The Local Government Transparency Code 2015 (the Code) came into effect on 1 April 2015. It was issued by the Secretary of State for Communities and Local Government under section 2 of the Local Government, Planning and Land Act 1980 and replaces all previous transparency codes applicable to local authorities in England.
The Code operates alongside existing legislation governing public access to information, including:
• Freedom of Information Act 2000 (as amended by the Protection of Freedoms Act 2012)
• Environmental Information Regulations 2004
• Re Use of Public Sector Information Regulations 2005
• Infrastructure for Spatial Information in the European Community Regulations 2009
• Sections 25 and 26 of the Local Audit and Accountability Act 2014
Yeovil Town Council meets the definition of a local authority covered by the Code, being a parish/town council with gross annual income or expenditure exceeding £200,000.
Quarterly Publication Requirements
In accordance with the Transparency Code 2015, Yeovil Town Council publishes the following information every quarter:
• Expenditure exceeding £500
• Government Procurement Card (GPC) transactions
• Procurement information, including contracts and tenders valued at £5,000 or more
Annual Publication Requirements
In accordance with the Transparency Code 2015, Yeovil Town Council publishes the following information annually:
• Local authority land and building assets
• Social housing assets (not applicable)
• Grants to voluntary and community organisations
• Organisation chart
• Trade union facility time
• Parking account and parking spaces (not applicable)
• Senior salaries (employees earning over £50,000)
• Pay multiple
• Constitution
• Fraud information
