Accessibility Statement for Yeovil Town Council website

This website is run by Yeovil Town Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Change colours, contrast levels and fonts (where supported by your browser)
- Zoom in up to 300% without the text spilling off the screen
- Navigate most of the website using just a keyboard
- Navigate most of the website using speech recognition software
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We have also aimed to make website text as simple as possible to understand.

Conformance status
The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. Yeovil Town Council's website is partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.
How accessible this website is
This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.1 AA standard, due to the non-compliances listed below. [yeovil.gov.uk]
Non-accessible content
The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations
- Some PDFs and Word documents (e.g. meeting agendas, minutes and reports) are not fully accessible to screen reader users
- Some images may not have appropriate alternative text, particularly where content has been uploaded from external sources
- Some pages may not provide full control over text spacing or presentation settings
- Some content may not meet colour contrast or structural requirements
These issues fail WCAG 2.1 success criteria including:
- 1.1.1 Non-text Content (missing alternative text)
- 1.3.1 Info and Relationships (document structure)
- 1.4.3 Contrast (Minimum)
- 1.4.12 Text Spacing
Disproportionate burden
At present, Yeovil Town Council considers that fixing all historic documents (such as archived agendas and minutes published before accessibility regulations came into force) would represent a disproportionate burden due to:
- The volume of legacy documents
- The resource required to remediate them
- The limited ongoing use of older archived materials
However, where documents are required for active use or upon request, accessible alternatives will be provided.
Content not within the scope of the accessibility regulations
- PDFs or other documents published before 23 September 2018, unless essential to providing a service
- Third-party content, where the Council does not have control over its accessibility [yeovil.gov.uk]
What we are doing to improve accessibility
We are committed to improving accessibility by:
- Ensuring all new content meets accessibility standards where possible
- Reviewing published content and prioritising high-use documents for remediation
- Providing training and guidance to staff responsible for website content
- Monitoring accessibility through user feedback and periodic review
